 I asked the same question last year and was told by my principal that
the magen grade can be changed only if the student studies  the same
module for a specific number of extra lessons (in addition to studying
for the next module in the regular lessons).  
   
 Before changing the grade, the school is required to inform the
inspectorate about the number of extra lessons the student took and
with whom. Since the school is required to pay the teacher for the
extra lessons, it can be proven the student took the lessons.  
   
 The whole system is very complicated (finding a teacher willing to
teach extra lessons, finding free hours in both the teacher and the
student's schedules, getting the extra budget, etc.), which is why we
finally abandoned the idea and the students were stuck with their
previous grades. This year I'm going to be very careful (not to mention
generous) with the grades I give...
