Well, then, if the teacher KNEW that they cheated and gave them a zero, they 
HAVE been penalized, haven't they?  Why didn't you ask the teacher?  The 
point is, though, that the oral project tests the kids on an interview and 
the project. The kids are supposed to talk about their project and you give 
them a grade on how they organized and presented their stuff.  That can 
still be done, as far as you're concerned.  The ONLY one I can find at fault 
here is their own English teacher. In my opinion, you should speak to the 
teacher and possibly the coordinator of the school's English department. 
Considering the fact that this is the first year it is really being 
implemented, one can say that the testers can be a little more lenient, but 
if you do not discuss it with the teacher and the coordinator, there is no 
reason to believe that the situation will be any better next year.

I think it would be a really good idea if all of the counselors, 
coordinators and inspectors thought about what we can do with the staffs at 
the different schools, in-service sessions and conferences that will be 
taking place in the coming months, to all learn from this - the first year 
of implementing projects in the classrooms, and testing them as part of the 
bagruyot.  Maybe there should be follow up sessions for the NBA courses, as 
well.

I have no doubt that there is great potential in implementing projects, and 
that when used for testing, the backwash in the classrooms can be fantastic 
if done properly; devastating, if done without proper training.

So, as I have written before, if you haven't done an NBA course.... (I know 
that both of you- Bari and Avram have done one- but the rest of the 
teachers ) be sure to do it ASAP!
