and B in winter and then wants to improve on B and take C in the summer of
the same year, he can't be retested on B in that year. Is this so, if so
where is it written in the NBA Handbook?

A pupil can be retested on the same module during the same school year or
the year after. As of now, there is no limititation as to how many times a
pupil can take an exam again in order to improve his grade.
Also for this year, (this is a decision of the Director-General), it is the
highest grade the pupil got on the module that counts.
