 If anyone was surprised by the difficulty in getting the mikud from the 
internet or is hoping this was a one-time glitch, have a look at the following. 
It is not very encouraging:
 
Government websites work poorly ? but cost plenty

The Israeli government?s websites cost too much and are maintained at a level 
that would disgrace even a third world country.

Even though the Israeli government is making every effort to prove it is very 
well connected to the Internet, and opens portals and online service one after 
the other under the slogan ?accessible government?, many government sites are 
not exactly delivering the goods. A lot of them are maintained at such a poor 
level that they would embarrass even a third world country. 

The Education Ministry?s well-developed and impressive site, for instance, 
suffers from so many flaws that it is unavailable for 19 percent of the 
requests for information. That is a huge rate that indicates a low level of 
maintenance. The Justice Ministry?s sites (17 percent unavailability) and the 
Postal Authority (14 percent unavailability) do not show much better results.
