I think the 5 pointers do read the books. (And I don't mind if they read it
before in Hebrew, or also saw the movie.)
For weak 4 point and 3 point classes - what about reading short books (maybe
the whole class will read 3 or 4 titles and pass them around) together in
class and doing assignments on them? It's not reading outside of class, but
it is reading.
