[etni] ETNI facelift

Hi all,

The ETNI website is going through its greatest facelift, since it was first set 
up over ten years ago. The main emphasis of this facelift is the creation of a 
pull-down menu system, which will appear on all ETNI pages, allowing 
comprehensive access to all of the pages on the ETNI site.

As there are between 1,000 to 2,000 pages on the ETNI website, it will probably 
take me most of the summer to install the new code on each and everyone of 
these pages. However, the menu system has already been set up on most of the 
top ETNI pages.

As this new menu system is very versatile, and easy to modify, I ask you to 
take a look at the new pages, navigate a bit through the system, and let me 
know where you would make changes.
