[etni] Class Levels

Dear All,
Yesterday was one of those horrible days that teachers dread - back to back
classes, filled with students who could challenge the patience of Mother
Teresa. Well, thats another story.....
At my school, the philosophy of the administration is to 'shove' as many
students as possible into a 5 points class, regardless of their ability. As
long as they can pass, they will stay. Even when they don't pass, its almost
impossible to move the student out. Therefore, it is not unusual for a 5 point
class to have students who are really 4 or even 3 'pointers.' I am told that
the school does this as it looks good for them to have a large 5 point class -
what grades the students get doesnt matter. I am also told that the parents
have to approve the move or else it wont happen. Case in point - I have to
almost get on my knees to get approval for a student to move from 5 to 4 points
because her average is 20%.
I am curious to hear whether this is true at your schools. Also, I wonder
whether the English Inspectorate has a viewpoint on this and if different than
the above, how can it be communicated to the principal? If they don't, shouldnt
they?
