[etni] Bagrut - reading to a neutral tester

Hi
I understand from the letter that was posted on anglit.net that an LD student 
can no longer read his exam to a neutral tester - he must either record his 
answers or "shiatuk". In the past, students who have a recorded test 
(cassette/disc) were unable to use a tape to record their answers due to the 
technical difficulties imposed on them. Does anyone know what happens to those 
students nowadays?

Hoping someone can hepoint me in the right direction here.
