Interesting. I took a Dale Carnegie course through work a number of years 
ago and one of the things emphasized was that any subject you pick you 
should own. Then I understood why I did so terribly in English Comp when we 
had to write an essay from a selection of topics.
Any time I have spoken (or written) when I have 'owned the topic', I have 
faired well. Students should always be able to choose their own topics, 
unless of course it is a specific topic for a course such as history or 
geography where you regurgitate facts rather than create ideas.
