What does yours display, instead?

Unless overridden by command-line parameter(s) (like [-1|--one]=DIR), or
by the config options you referred to, session-start directories should
match the paths stored in the cache file, at lines like
pane1=DIR
pane2=DIR
This arrangement has not changed for over a year.
Can you advise us what your cache file includes?
