IIRC, "activation" of selected items has always behaved like that, and likewise
the "file.open" action. Reason is to prevent mistakes like trying to cd to lots
of dirs at once, or sending "mixed" items to a command. But activating any
filetypes-item on the context-menu, or running "file.open_with", will process
all selected items. These things involve some extra intervention by the user,
and as such, opportunity to reflect on what's being initiated.
Perhaps we should allow activation to be more liberal, and if the user
activates the wrong things, tufff ... ?

I'm not exactly sure what to look for. Problem in a config dialog ? If so, can
you successfully set either or both of the "loaded" and "menu" checkboxes ?
Or do you mean that it's in the the plugins context menu but won't run from
there ?

These sound a bit like the problems reported recently by Jonathon Irwin. If so,
that's fixed AFAIK. Can you test again with current svn code ?
