The location of the config file is covered by other posts here.

If you're regularly oscillating between final and development versions, say 
between prefixes /usr and /usr/local, then you could toggle the icons dir 
config setting on the interface page (that was really intended for switching 
between sets of icons). Finally, there's a config plugin, which I've not looked 
at or used for ages, which allows "importing" some or all config data.
