It depends ...
ATM svn code has generalised the scrollbar placement, and you only need to
change the config option (now in "interface") at runtime.
If this change does not stay, then add gtk_scrolled_window_set_placement() to
_e2_output_tab_drop_new()
and
e2_output_initialise()
