I guess you found the files in <e2-source-path>/debian. They were produced by
Florian Zaehringer.
Following recent discussion with Florian, it seems that the CFLAGS defines in
the 'rules' file are redundant, as the variable needs to be either: exported
before making, or else supplied as a 'make' parameter (make CFLAGS=whatever
[other make options]). But no matter, default build parameters are supplied (in
Makefile.cfg) when there is no explicit CFLAGS.
I have no real idea how deb repositories work. If it's the case that a package
will never be installed on a system that has an 'older' gtk version than the
one used to link the package contents, then you might consider an additional
make parameter: USE_LATEST=1
That will build in a couple of things from gtk 2.6.x and/or 2.8.x. And I guess
the file "emelfm2.substvars" would need to be updated accordingly
