No restart can mean a handful of messed-up things, but one thing to
check would be Configuration > Interface > Key Bindings. In very rare
cases emel can eat up most of the key bindings and leave you with none
(or very few), which could explain what you see. Otherwise, do you get
the same behaviour when using a different user account such as 'root'?
