Executed commands are logged, in commencement order, for displaying in 
history-list. Finish-time is unrecorded, so can't be used to determine "last". 
There's no simple way to access specific history contents ATM.

There's no simple way to access the latest addition to command-line history (if 
any) ATM.

And by extension, no access to part(s) of any such command.

Don't forget that external shell can be used. Maybe no good to remember things, 
though.
