This one has me beat. 
Step 1 - yes they were all there. 
Step 2 - that didn't work.  So I changed the icons-dir setting
in .emelfm2/config to /usr/share/pixmaps/emelfm2.  That got the icons
back, but no plugins.
Step 3 - OK, I'll go all the way back to the beginning and recompile
the sucker.  I recompiled it with DEBUG=1, ran it and reset everything
back to defaults.  Now emelFM2 works fine (no errors listed in the
console).  But what was the problem?  I don't know.
