Can't disable tool-tips?

Here's one I've been putting off reporting for a while. I can't seem
to get tooltips turned off. I have:
panebar1-tooltips=false
panebar2-tooltips=false
taskbar-tooltips=false
commandbar-tooltips=false
But no matter. Tooltips show up in each of those locations. In 0.1.7
I was able to do away with the tooltips by setting each entry to blank,
and had forgotten about it. Now, in 0.1.8, even with blank tooltips,
I still get a blank tooltip when hovering buttons.
Anyone else see this? Is it just me?
