[eispice] eispice-0.5 Released

eispice-0.5 has just been released.

The new release contains the following updates:
- added while, if, error, print, save, echo, param, and write commands.
- added a measure command, only supports overshoot for now.
- added support for multiple runs on the same deck (using the while, if, param 
commands)
- added a linked-list and hash table library (libdata) and replaced all of the 
various special case linked lists with it
- changed the name of the ei library to the more descriptive "simulator"
