[eispice] eispice-0.11.6 Released

Hi All,

I just released a new version of eispice. The only change is in the 
build-system. I've migrated to Fortran 95 (gfortran) as the default compiler 
(from g77). I think it's becoming the defacto default for Linux Distros now. 
You 
can still build eispice with g77 using an FC=g77 environment variable, i.e. 
"make FC=g77 install". Thanks to Brendan for suggesting the move and helping 
with the port.

I'm still building the Windows binaries with Fortran 77, cygwin didn't have an 
easy to install version of mingw Fortran 95.
