Given those two choices, I'd opt for elimination. Lines like that serve no purpose in braille, and actually get in the way if you want to fill out an application on a braille writer. Of course, if you use a pen or pencil to write on the form, the lines serve a purpose, assuming anyone can read your writing.

While we are on that subject, those horizontal lines of underscores or equals singns that go all the way across the page in many print documents these days, should either be eliminated entirely in Braille or replaced with a line of either dashes or colons no longer than the number of characters that would fit on one Braille line.
