What the poster saw was likely TransBraille by Logisoft not NeoVision's OBR. Here is the link.

They had developed a new optical braille recognition capability that worked even for paper braille that had some imperfections as a result of being embossed on a Perkins and the paper's being moved a bit. They also had a Nemeth backtranslator.
