As it happens, neither of the acronyms you present would be a problem in
Braille because neither one has any possible Grade Two contractions. The
problem is that, unless one is completely familiar with the acronymns used
every day by a given office or agency, we as Braille transcribers have no
clue as to how they should be pronounced or what they stand for. For this
reason it's best to err on the safe side and avoid contractions in
acronyms.
