I've read long email addresses in braille magazines like catalogs from National Braille Press.  The 2 characters you mentioned, underline followed by &, form a continuation sign indicating that the address is to be carried over to the next line.  I suppose you're right in calling it a continuation line.  It appears at the end of a line where the web or email address is unfinished.
