Sounds like what you are describing are ground driving lines
Don't know about the leather part but Dover Saddlery carries something very
similar, the smaller, round section from the bit through the rings on the
surcingle or turrets if you will, then a wider, flat section for the rest of
it.
I think they are longer than normal driving reins...
Anyway, I would suggest you look in dressage catalogs, or Dover, for what
they offer for ground work

I've been trying to find someone who sells training reins of rope and
leather. The rope part extends from the mouth past the turrets and then
the rest of the reins (the part in your hands) are leather. The rope
slides through the turrets so easily. I'm only looking for reins for a
single, cob size. Anybody seen these?
