[drivingpairs] up on the bit

I have a team of Haflingers --
My right hand horse is back on the bit when driven by himself
but seems up on the bit when driven as a team.
The left hand horse is up on the bit when driven as a team --
I have not driven him single so not sure how he drives that way.

Question:
Would my left hand horse be causing the right hand horse to
drive up on the bit when teamed --
How do I get them to come back off of the bit when they are
driving as a team?
