I agree with Anne. Keep driving him and when you go back to pairs again don't let the mare do all the work make him pull his share. He has gotten lazy and now does'nt want to work again since he does'nt have her to do the work for him. I have had some like that before but a repeated gentle tap on the rump while driving pairs and he gets lazy will usually cure that. Hope this helps.
