[drivingpairs] uneven pairs

My current problem (which seems to be getting worse) is that my lazier but
greener horse is really hanging back and trying to get out of pulling. I am
getting really tired of urging him on, and his naturally laid-back
personality makes him quite oblivious to the whip. A heavy winter coat
doesn't help in that department, but that's coming off tomorrow anyway. If I
use my voice, his partner, the eager one, takes it personally and tries to
pull even harder. So I can't use my voice or my whip. What can I do? For the
past two outings I have gone back to driving him single, which he's never
done much (I know, bad me) in an effort to convince him that he really has
no choice but to pull. He seems confused, as if this business of pulling is
foreign to him. I guess single work shows his greenness more. He has been
driving happily, although always somewhat lazily, in the pair for 18 months,
and is totally content to walk quietly down the road, either single or in
the pair. If I can rule out a physical reason for his laziness, how can I
perk him up?
