[drivingpairs] rules and "The Book"

OK Helen, I haven't seen a post from Hardy yet so here goes on the ADS
Rules.
At a recognized ADS event the ADS rules apply as written. In the rules there
are certain minor items, such as dressing for weather conditions, where the
rules allow the organizer some discretion. There are other areas where the
Judge or TD are allowed some discretion as well. These are spelled out in
the rules.

In the ADS rules covering the Pleasure, Coaching and Dressage sections all
variations for the different levels are clearly spelled out. It is the
Combined Driving rules (issued March 01, 2003) that are written for one
level (FEI)(which in the USA is Advanced) but in Chapter One, General Rules
there is this clarification:

"Variations for National and Lower Level Events to the FEI rules are
identified herein in italics. Further variations for Lower Level Events only
(Training, Preliminary, and Intermediate) are identified with underlined
italics and set forth in Appendix B."

So even in combined driving the variations for the lower levels are clearly
defined and cannot be bent by the organizer if the event is ADS recognized.
There are areas where discretion is allowed but again these areas are
clearly defined in the rules.

It is as Ken mentioned - it is at the non-recognized events that a
competitor must be careful and for the beginner this can be very confusing.
I agree with both Helen and Ken in that the organizer of non-recognized
events should inform the competitors of any variations especially if it is
stated that the event will be run according to ADS rules. We organize a
non-recognized ADT and in our prize list we state that we are running the
event per ADS rule with the following exceptions and than list the
exceptions. We also have competitor meetings before each phase. This seems
to keep the confusion to a minimum.

Ken, are you still up for being the announcer at our ADT down here in
Houston in July?
