For full size horses and our normal easy going driving, I think that usually

know, in relationship to their size, they do have an aweful big pulling power,
nevertheless, the ration from their size to what they have to pull clearly
means,
they have to pull a lot more than full size horses. Thus for VSE's I think
you are served well to look into full collars and spend the extra money, time
and efforts to find a good fit for your little guys. (And no question, for me
it would definitely be with stainless steel fittings for ease of care).
