If you carriage is fishtailing, let up on the brakes a little. No one says
you have to put your foot down full hard on the pedal. If you can't control
how much brakes you apply, they probably are too strong and should be
adjusted as brakes that are only full on or full off are not very useful and
can be dangerous. Most mechanics that work on brakes can work on carriage
brakes.
