From when I asked around a few years back (before reining was accepted), I
heard a horse at FEI (and Olympic), any competition type, had to be 7
years old, but apparently the reiners get a year sooner:

"USET rules even benefit horses directly. Six years old is the minimum age
for a horse in a USET-approved event."

Back when I first signed up to event (ridden), Novice and Beginner Novice
(ridden) eventing, the horse could be 4.  I think they then had to be 5 at
all of the higher levels below international.

Looks like at Badminton the horse still has to be 7:
