Lindy,
I saw a driving horse spook at a flag when I first started driving so I have 
always had flags & tarps hanging out by the barn so my horses are used to 
flapping flags & I have put tarps on the ground to get them used to walking on 
them. I hang them on the side of their stalls, too.
Works great!
