Parallel, but evidence seems to say that this list will be used for notification of things, while discussions will end up there, since it is so easy to follow a thread.

But that's just a guess.

We are testing a forum format...

This may be a better way to run the discussion list, because all
messages are sorted by topic, if you like you may get an email
digest of postings once each day (which lowers the amount of mail to
slog through) and is very simple to sort through...no digging
through months of archives.
