This is Dana from Arizona.   I don't know how intelligent this answer is,
but this is what I did and have had success.   I bought a 4 year old
Haflinger that was broke to drive from the Missouri Haflinger sale.   She
was broke to a cart and only knew one speed, trot fast straight ahead.   I
have had her a year  and have progressed to being first in dressage and
marathon at the Arizona CDE.   I purchased a 2 year old haflinger last fall
with the intentions of pairing her up with my now 5 year old.
I have been driving the youngster single for several months (she is now 3).
Not real consistent because I have been concentrating on my other pony for
the CDE's..  I don't know if my older(but still young) pony was ever hitched
by the Amish in a multiple hitch.  I got my pairs harness and pole and
hooked the two up.   At first they looked like drunk drivers, bumping into
the pole, bitting at each other, swinging their butts out and the trying to
get the younger one to help pull and not let my older one do all the work.
I started driving them together in December.   Each time I drive them
together, I try to drive them single to fix any problems I see driving them
as a pair.   I have found that at this stage you have to drive them together
so they can get the hang of it.   Then I have to ride them or drive single
to progress.   With limited time driving them together, (working full time
doesn't give you much time to practice except on the weekends) I competed in
our Festival of Driving Show in Phoenix and did quiet well.   By our fourth
and last class, we got a second out of nine entries, beating single hitches
and a FABULOUS pair of Fresians.  So, to answer to your question, is it can
be done because I did it.  PS.  They don't move exactly alike, but the more
they work together the more they adjust their gates to be more like each
other.  Not all of us have the bank roll to search and buy perfect pairs.  I
am having fun and that to me is what counts.
