Bettyann, get the book "DRIVING A TANDEM" by Paul Doliveux (J. A. Allen & Co., 
1996).  It is available on the ADS web site.  It has good illustrations of the 
Achenbach style of rein handling.

I have never been successful at ground driving my tandem, because I cannot walk 
fast enough, so I have always been in a cart.

Basically the reins go as follows:

Leader Left^Wheeler Left, Leader Right^Wheeler Right  with "^" being a finger

Your right hand, holding the whip, is very active with adjusting the reins and 
actually doing the steering.

I found the rein board very useful in learning the reactions to the movements 
of 
my hands.  It is essential, however, that the rein board does have FOUR reins, 
not just two!  <VBG>
