Tandem roger rings are fixed usually next to the brow band where the rosettes are and 4 in hand rings are loose . The reason is as someone stated that with a loose ring the rein could go over the ear and in a tandem cause havoc. A 4 in hand is more forgiving . Also the terretts are split to allow the reins to slip easily and not bind on each other.
