I have tried both and see advantages to both. I made a nifty set of hanging
rings and generally like them a lot. The one big disadvantage I've found is
that sometimes I like to work my wheeler a bit first before adding the
leader, since my wheeler is fairly green. The one time I tried to drive her
with those hanging rings on her bridle she got very upset, since they
bounced off the side of her head with every stride. Once the leader's reins
are through them, they're held steady and so it's not a problem. So I just
have to add them when I add the leader on, not earlier.
The other thing is that sometimes when she's just plodding along (which is
wrong anyway, I know!) she carries her head so low that the rings actually
end up at ear level on her and it looks goofy.
My only set of tandem rosettes are brass (from a previous foray into tandem
when my harness was brass) and now everything I have is stainless so I
didn't want to use them in public, so I tend to use my hanging rings.
I guess it all depends on how your horses carry themselves and how the whole
thing works when you put it together. Obviously people use each type for a
reason. Try them both and use what works best for you and your horses.

I use rosettes - have tried the drop rings from the throatlatch and just
didn't like them.
Also, I use normal, not split terrets, on my wheeler's back pad.
