[drivingpairs] Question from Israel

I just got this today, sent by a friend of a friend etc. I'm thinking
it's pretty hopeless to get a safe harness at this price, what do you think?

I'm actually writing from Israel now to try to get a harness for my
12.2 hh pony. Any location east of the Mississippi would work for me,
because the harness will need to be shipped to Baltimore and from
there carried in my friend's luggage to Israel.
Please tell me the name and phone number (and e-mail, if they have
one) of a good place to buy a harness. I'd go for a new biothene or
used leather one, I've got a limited budget of around $200. I need a
sturdy pleasure harness/breast collar type with everything. Nothing
fancy like a show harness.
Can you help me? In a hurry, my friend will be coming over in less
than two weeks!
