I used to drive 13.2h ponies. I don't remember what pole length I used, but
64" seems too short.
I think the neck yoke length should be the same as the distance between the
centers of the single trees. If this happens to be a drop pole, the result
of a shorter yoke will be that the ponies will be pulled in toward the pole
in the front.
