I might try this:
Work the laggard by him/her self.
Come up with a cue word, link (Name) Laggard, MIND! and tap with the
whip, enough to get their attention and make them move forward.
It shouldn't take too long for the two word command to sink in. And then
you could use it with the pair, reinforcing it as needed with the tap of
the whip...
Many times, though, the rein setting will solve a multitude of errors.
If you are letting then hang their heads and walk and trot, that leaves
them open to all sorts of behavior problems. Keeping them in contact
with the bit, through experimenting with rein lengthening and use of
whip and word commands can also help to get them working.
Also, driving them double to a drag, where they cannot rely on the roll
of the carriage to mosey along is great. I tend to start out with
tires, individually with long lining and then graduate to pulling as a pair.
