The whole process of hitching in a certain order should have the goal of
providing maximum control of the horses during the process. Control reduces the
likelihood of an accident.
I am surprised by the number that apparently hook up the inside trace first.
I do not remember reading that in any book on driving.
The reason the proper sequence for traces is outside first is that the horses
then cannot turn to the outside creating issues that potentially can become
significant problems. In coaching it is the preferable and recommended method
for wheelers and leaders.
It also is suggested that when hooking up traces, do not move behind the
horses, reach across no matter how far one must reach. And always watch the
horse
while doing so.
And thus the order of hooking up is reins, then pole straps, then traces.
Hooking up traces before pole straps and or reins in my opinion is an accident
waiting to happen.
