Judy,
To help reduce the pressure from the breast collar strap we use leather 
or metal o rings, like a key chain o ring, that attaches to the water 
hook.  If that is the right term, saw "water hook" used here once or 
twice and it sounds right.  At any rate, we have been happy with pulling 
that neck strap back to the saddle so there is no weight on the neck.  I 
don't know if you can see it on any of my pictures but you might look

information you have been given and decide which is best for you and 
your turn out.
