as long as it provides equivalent functionality, a plugin is fine. that
includes editing the template like a normal page.

that's a policy decision that should be left to the people configuring the
wiki and not strictly enforced in core dokuwiki code. Robin's code should
leave the current behavior unchanged while allowing wiki admins to open up the
settings more if they so choose.
