Ah, so that's what was missing. I'd already prepared a patch to overcome the php warning messages generated because it wasn't there - but then I couldn't see any code to create it.
Should $conf['allowdebug'] still be ON by default in the next coming
release?

Good question. I hadn't a look at the debug output of a user for a log
time, so I guess it isn't to often needed anymore. Let's disable it.
Others against it?

I'm am going through install.php at present and have added allowdebug=0 to the local.php it creates. 

What about changing superuser/acl creation slightly.

"superuser" is created as a user who is a member of group admin.
$conf['superuser'] is set to @admin
