Okay I updated it accordingly. For non-ACL wikis the message is
displayed to all users, when ACL is enabled only admin users will see
it.

:-) I forgot to add the default conf/msg file - you should not have seen
these. Fixed it.

Good question. I hadn't a look at the debug output of a user for a log
time, so I guess it isn't to often needed anymore. Let's disable it.
Others against it?
