Doesn't sound like a Wiki is the right software for you if you ask me. You
didn't tell us in what environment you want to use DokuWiki, but this sounds
like a typical business aproach to me. You should realize that the beauty of
a wiki lies in it's loose of control. Each more restriction will make it
more possible to be a failure in your company.
BTW. how are documents updated after they are moved to their permanent
place in your scenario?
