[dokuwiki] hsc() & ptln()

Hi,

Any objections to moving these two functions out of template.php and into common.php (or pageutils.php or parserutils.php). In moving hsc() also adding ENT_QUOTES and 'UTF-8' as parameters.

I find I have used these two functions often in my plugins, however when the page is being generated in response to a feed request neither function is defined.
