Can anyone tell mesomething on this bug report?

I remember adding this a looooong time ago, but I cannot remember why. I
believe it had something to do with SSL servers but I'm not sure what.
Can anyone give me a valid reason to make cache filese dependend on the
HTTP_HOST ?
