[dokuwiki] file upload for anonymous?

I like dokuwiki a lot, but have some quick questions:
* my wiki is on intranet, and i dont want to use ACL. is there a way to
enable file uploading for all users?
* is there a simple "image upload" plugin for adding inline images?
